100 Days of Jokowi-Ma'ruf: Aim for the Expansion of Papua

Joko Widodo and Maruf Amin have passed 100 days serving as President and Vice President of the Republic of Indonesia for the period 2019-2024. At the beginning of his reign, one of the discourses that was rolled out was the expansion of the Papua region.

The discourse on the division of Papua was first raised by the Minister of Home Affairs (Mendagri) Tito Karnavian after visiting Papua with Jokowi in October 2019.

The legal umbrella for the expansion of the Papua region refers to Article 115 of Law Number 22 Year 1999 concerning Regional Government. Tito said that the planned expansion of the Papua region was based on situational reasons.

There are four districts in the south of Papua that form the South Papua Province (PPS) division team to accelerate the formation of the province. These four districts namely, Asmat, Merauke, Mappi, and Boven Digoel districts.

The formation of a new province in Papua is based on intelligence analysis. "This is situational. We are basically intelligence data. Then our field data is available. National situation," said Tito.

Therefore, Tito believes that other regions will not be jealous of Papua which has experienced a division. The former Chief of Police said that the technical regulations for the division of the Papua province would be prepared. New provincial candidates who have received the green light are South Papua.

Tito emphasized that only areas in Papua had received approval for regional expansion. The reason is, he has received requests for the expansion of the region around 183 requests. But the government did a memorandum because of budget constraints.

Papua Police Chief Inspector General Paulus Waterpauw considers that the planned division of the province in the Land of Papua will facilitate the security aspects to social welfare. "Everything, in terms of security, security, welfare, social aspects, all roads, it must be good," Paulus said.

Meanwhile Jokowi said that the division of the province in the Papua region was an aspiration from the community. "If there are aspirations from below, for example in the province of Papua, be it from South Papua, Central Papua, in the Central Mountains, I think it's okay. It's called aspirations from below," Jokowi said.
