The presence of Presidential Regulation Number 95 of 2018 regarding Electronic-Based Government System (SPBE) is a new chapter for governance or management of government in Indonesia.

Based on this policy, all government agencies specifically the Jayapura City Government (Pemkot) are required to apply SPBE or better known as e-government.

"I hope that in (2020) all services to the community have started with IT (information technology) in cities, districts, villages, villages, health centers, and schools all must be IT-based," said Jayapura Mayor Benhur Tomi Mano, at the Jayapura Mayor's Office, Monday (1/6/20).

With this excellent service, according to Tomi Mano, it has an impact on daily life and in government, that is if the community used to take care of population documents such as identity cards to the office, they can now finish them in the palm of their hands or via smartphones.

"All this is done to facilitate and make the people happy with our service system that is fast, precise, effective, and transparent. This is all part of a smart city (smart city), "explained Tomi Mano.

Tomi Mano hopes that in 2020 all technology-based services can be supported by the district head, village chief, and village head as a form of alignment of the Jayapura City Government to the community in every service.

Gurabesi Urban Village Chief, Richard Nahumuri, said that innovation in the kelurahan he led in 2020 was related to information technology-based services or online is e-kelurahan so that services are more effective and efficient. "For this reason, I hope that the regency and city governments in Papua must all have the same commitment in guarding and implementing integrated corruption eradication programs, one of which is through the implementation of e-government".

He invited regional heads in Papua to be committed and consistent in making efforts to prevent corruption, collusion and nepotism.
